IBM Pefect Phot, a giveaway on magazines from time to time, but one of the best photo editors you will come across at anywhere near a budget price. Packed with features, it will take you a while to find your way around as it's not very intuitive, but it does have manmy interesting effects, lots of enhancements, some automatic, some tweakable, and is altogether much much more than your average entry level editor.
